Actually you can get photoshop elements (under $100) but with most of the photographic tools found on photoshop. Photoshop is really a pre-press program which has many tools a photographer will never use. For free you can download Photofiltre and it will give you a good start. I must ask. What is wrong with the program that came with your digital camera.
Irfanview is the free program I first started with. Gimp is an other free program that's good. For the money, I would recommend Corel Paint Shop Pro Photo X2 or Ulead PhotoImpact.
