What is the best program for altering photos?

I'm a beginner photographer and i want to experiment with some of the pictures, change them a bit. What are a couple of good software programs? i know about photoshop but there are different kinds.

1. I use Vicman,it has a photo editor,color correction,red eye remover, cosmetic makeup, a cartooning program to make your pictures funny(morph them) and other features too many to mention. Best of all it is FREE!!!!. and very easy to use.
2. Adobe Photoshop is the king of the hill, but there are others. GIMP is very good, full featured editor, and is free. If you just want to do some general editing, you could try either Irfanview or Xnview. Of the last two, I prefer Xnview. It's interface is easier to use. 3. If you want to cut some portions of the picture, then go for faststone capture, picasa. GIMP : http://www.gimp.org/windows/
4. Lightroom from Adobe.
5. for pretty much most of more heavier editing i use photoshop. But for turning photos black and white cropping or putting them in sepia tone and other different effects. I use Picasa from Google. It is also a photo album organizer with some neat editing ideas it is also free
