  2. Gimp will be mentioned by those in the know. Paint.NET could also be mentioned for Windows. Be careful of free online photo editors, such as the photoshop one. You may be giving up some rights on your photos when you use the free online tools (read that End User Agreement). The best camera is one that is in your price range that allows manual control (changing shutter/aperture/iso). There are some point and shoot that are good at this (Canon G9 in my mind) and any intro dSLR will do this.
  3. Adobe Photoshop Elements, (whatever version they're up to now) is good bang for the bucks. It does a lot of what big brother does, but a fraction of the price. Then in the future, if you need the full version you will be familiar with the interface. Gimp and Picasa are free, I believe. You will get oodles of opinions on what camera is best. Get one with manual control. A dSLR will have more quality and flexibility, but you can learn the basics of photography on practically any camera that offers manual control, film or digital.
  4. Skip the BS. Go for a good beginner DSLR like the Nikon D40. They are around 500-600 dollars but it is worth it for a beginners camera. For editing... I guess PS elements.
