If you want to do it as an extra curricular activity you need to find a faculty advisor first.
you usually go to the ASB director, or was it director of activities? Mention that you want to start a club, he/she will then give you a packet to fill out, then once you do that, he/she will talk to you about how the club will help the school and if they approve, you club will be official.
